Spiritual Fulfillment in Crusader Kings 3 is a personal meter, from -100 to +100, that tracks how well your character lives up to their own beliefs: living up to a virtue raises it and acting on a sin lowers it. Personal Tenets are the beliefs you choose to hold yourself, separate from your Faith’s Core Tenets, and each one you adopt moves Fulfillment up or down depending on how well it fits your character’s traits.
Both systems are free for everyone in update 1.20.0 “Crozier”, even without the By God Alone expansion. Below we explain the meter and its tiers, what moves it, how Personal Tenets and Tenet statuses work, and which extra tools the paid expansion adds. Spiritual Fulfillment vs Piety
Piety measures how the rest of your Faith sees you. Spiritual Fulfillment measures how you feel you stand with God, and Paradox’s dev diary stresses that other characters cannot see it. The two can pull in different directions: an event option can earn Piety for a public show of faith while lowering Fulfillment because it goes against what your Rite considers right living.

The Fulfillment Tiers
For Christian characters, Paradox’s dev diary described seven named tiers, each with its own unlocks:

Non-Christian faiths use a simpler three-tier version that shifts Stress gain up or down, per the same diary. The numbers above come from pre-release development, so check the tooltip on your meter for the live values.
The design point Paradox makes is worth repeating: low Fulfillment is not a failure state. A Doomed ruler has more political levers and fewer qualms about using them. For a Deceitful, Callous schemer, it may be the more natural way to play.
What Raises and Lowers Fulfillment
Per the changelog and dev diary, Fulfillment moves in three ways:
- Your Personal Tenets. Adopting a Tenet pushes Fulfillment up or down depending on how it matches your traits. Tenets that reward a Virtue you actually have count twice as much.
- Religious actions, such as going on pilgrimage or using the free Bestow a Monastery interaction to lease a temple holding to a Monastic Order. With By God Alone, Take Confession, Sacrifice Wealth and Receive Last Rites also grant Fulfillment.
- Event choices. Options that match the Virtues or Sins of your Rite’s Tenets carry small Fulfillment swings.
Per the changelog, Virtues and Sins are capped at seven, with your Religion and Core Tenets taking priority, then Doctrines and Permitted Tenets.
How Personal Tenets Work
Every Tenet now has two effects: the old Faith-wide effect, and a personal effect that applies only if you adopt it as your own conviction. Paradox’s dev diary gives examples: Peace of God as a personal Tenet lowers your knight limit but makes ally calls cheaper, and Ora et Labora gives you the Gardener trait. Hover a Tenet to see both effects.
Each Tenet also has a status in your Faith: Unknown, Known, Permitted, Prohibited or Core.
- Permitted and Core Tenets are safe to adopt.
- Holding a Prohibited Personal Tenet creates a Secret, and the dev diary warns that anyone who discovers it gets a blackmail Hook on you.
- A Tenet only Known to you, not your Faith, can be condemned later.
Paradox added 26 new Tenets in 1.20, mostly Christian, including Peace of God, Transubstantiation, Ora et Labora, Scholasticism, Hesychasm, Simony and Mortification of the Flesh. Every older Tenet also got personal effects.
Spreading or Suppressing a Tenet
Tenet Popularity now shows how widely a Tenet is practiced in your Faith, and you can push it either way for free:
- Evangelize Personal Tenet (interaction): urge one character to adopt your Tenet.
- Evangelize Personal Tenet (decision): preach it across your capital’s Clerical Region. Landless characters can use it too.
- Persecute Tenet (decision): slander a Tenet to lower its popularity.
- Evangelize Tenet (activity intent): preach to receptive guests at an activity.

- Changing a Permitted Tenet has a cost; dropping a Core or Prohibited one costs Stress instead, per the dev diary.
- The Servants of God dynasty legacy (paid) starts dynasty members with more Fulfillment through its Private Devotions perk, and A Faithful Flock boosts Tenet Popularity when evangelizing.
- The Holier Than Thou achievement asks for three Personal Tenets and 100 Spiritual Fulfillment at the same time.
