What Spends It
Arena training, which costs gold and Motivation and can be done once per week per unit. It raises Skill Level and builds Support at the same time, which makes it the most efficient weekly action in the game.

What Restores It
Sharing meals at inns, which costs gold, restores Motivation, and raises Support Level at the same time. Each character has food preferences, hinted at in their dialogue, so paying attention there gets you more from the same spend.

There are also partial refunds. A Perfect result in arena training can return the Motivation you spent, and Temple Service has a chance to return it depending on your results. Neither is reliable enough to plan around, but both make training slightly cheaper than it looks.
The Order That Matters
Train first, then eat.
If you share a meal before training, you restore Motivation on units that had not spent any, and then spend it again immediately. Doing it the other way means the meal refills units that actually need it, and you get the Support gain either way.

Motivation is the game’s way of stopping you from maxing every unit through repetition. You cannot simply train the same character every week forever, because the resource runs out and restoring it costs gold and turns.
