WoW Forever: How to Fix Error Creating Character

Three Skyborne characters in gold armor and robes standing on a stone path on Zephras Isle in World of Warcraft: Forever

When World of Warcraft: Forever will not create your character, the server has turned down that particular character, and the message on the creation screen tells you why: the faction is locked on that ruleset for population balance, creation of that kind of character is being throttled, the full name is taken or restricted, or your account is not allowed that character. Match your message in the table below, because each one has a different fix, and only some of them are worth retrying.

Plain “Error creating character” is the catch-all: the game shows it when creation fails without a more specific reason. Below is every message tied to WoW Forever’s launch, what Blizzard has said about each, and the order of things to try. Checked against Blizzard’s support pages, launch posts and staff forum replies as of November 5, the day after launch.

Every Creation Error at a Glance

Message or symptom What it means What to do
“This faction is currently unavailable on this ruleset due to population imbalance” Blizzard has paused new characters for the bigger faction on that ruleset Wait and retry later, or pick the other faction or ruleset with your group
“Creation of that type of character is currently throttled” Creation of that kind of character is temporarily limited; Blizzard has not explained the rule Stop retrying for a few minutes, then try again
Name taken Someone in your region already has that full first-and-second name Change either name
Name refused as restricted or invalid The name is on Blizzard’s restricted list or breaks the naming policy Pick another name
Cannot have both factions You already have the other faction on a PvP ruleset Stay with your existing faction there
Skyborne cannot be picked The WoW account has no Skyborne pack Check the pack is on the WoW account you are playing
Subscription expired No active subscription or Game Time Add Game Time or resubscribe
“Error creating character” A failure with no specific reason Wait a minute and try again

Faction Locks on a Ruleset

This is the message behind most launch-night frustration. Blizzard’s Cannot Create a New Character article says that if one faction is significantly more dominant than the other, character creation is temporarily restricted for the dominant faction. Before launch, Blizzard’s ruleset post said the PvP rulesets would use balance systems “similar to the approach introduced in Season of Discovery, where new character creation could be temporarily limited for a faction when additional balance support was needed.”

What that means in practice:

  • It is temporary. The lock lifts when the population evens out, so the same character may go through later the same day. Blizzard has not published a schedule.
  • Support cannot lift it for you. A Blizzard support agent said on the official forums that “Customer Support is unable to unlock this manually,” so a ticket will not help.
  • Do not make a placeholder on the other side of a PvP ruleset. On PvP, your first character decides your faction for every character after it, as our guide to playing Alliance and Horde explains.

If your group cannot wait, the options are the other faction or another ruleset, and only together: characters can group, join guilds, run dungeons and raid only with players on the same ruleset and faction, per Blizzard’s starter guide. A character cannot move to another ruleset later, as our ruleset change guide covers, so choose with that in mind.

The “Throttled” Message

“Creation of that type of character is currently throttled” is a separate message from the faction lock, and as of November 5 Blizzard has not explained what triggers it or how long it lasts. It names no faction or ruleset, so treat it as a temporary cap:

  1. Stop clicking Finish over and over.
  2. Wait a few minutes, then try once.
  3. If it keeps appearing, come back at a quieter hour, such as early morning in your region.

Name Problems

WoW Forever names work differently from older versions, which explains most name errors:

  • The full name is what has to be free. Every character has a main name and a secondary name, and Blizzard says the complete combination must be unique within your region. That covers every ruleset in the region, not just yours. If your first name is taken, keep it and change the second.
  • Both names are checked together. Blizzard’s naming post warns that splitting a restricted word across the two names “will not necessarily make it valid.”
  • Some names are restricted on purpose, such as major Warcraft lore characters. Blizzard fixed a bug on October 27 that refused valid names containing “c-o-n,” like Connor and Falcon, so a name refused before then may now work.
  • Roleplay rulesets are stricter. Blizzard says the Roleplay rulesets have strict naming conventions.

Have three or four full names ready before you open the creator. If you are stuck, Blizzard’s own suggestion is the in-game random name generator. Our name reservation guide has more on how two-part names work, and our guide to hiding your last name covers the second name you cannot skip.

Account Problems

  • PvP is one faction per account. Blizzard says players on PvP rulesets are restricted to one faction, so a Horde character there blocks Alliance ones, and the other way around.
  • Skyborne needs a pack. Blizzard says Skyborne access requires the Skyborne Heroic Pack or a higher digital upgrade. The pack applies to the WoW account it was bought for, so if you have more than one WoW account under your Battle.net login, check the account dropdown under Game Version in the Battle.net app. Our Skyborne unlock guide covers the rest.
  • A subscription or Game Time is required. WoW Forever is included with an active World of Warcraft subscription or Game Time, and the game will stop you if it has lapsed. See whether WoW Forever is free for the details.

If Nothing on the List Fits

  1. Wait a minute and try again: a plain “Error creating character” during a busy evening is often the server being slow, not a rule.
  2. Log out to the Battle.net app and back in.
  3. Check @BlizzardCS on X and our guide to checking if the servers are down for a wider problem.
  4. If it keeps failing, report it in Blizzard’s WoW Forever Bug Report forum with the exact message, ruleset, race and class.

Frequently Asked Questions

Why does WoW Forever say this faction is unavailable on this ruleset? Blizzard has temporarily paused new characters for the bigger faction on that ruleset to keep the population balanced. Try again later, or choose the other faction or ruleset with your group.

Can Blizzard support unlock character creation for me? No. A Blizzard support agent said Customer Support cannot unlock a faction restriction manually.

What does “Creation of that type of character is currently throttled” mean? Creation of that kind of character is temporarily limited. Blizzard has not explained the trigger, so wait a few minutes and try again rather than retrying nonstop.

Why is my name taken when nobody has it on my ruleset? Names are unique across your whole region, and it is the full first-and-second name combination that counts. Change either part.

Why can’t I make a Skyborne? Skyborne needs the Skyborne Heroic Pack or a higher upgrade on the WoW account you are playing.
