Why You Cannot Find It in the Crafting Menu
Pokopia splits making things into two systems, and paper sits in the one people overlook. Some items are crafted by you at a bench. Others are made by Pokemon doing a job, with no station involved at all. Paper, lumber and bricks are all in that second group.
So if you have been scrolling the Workbench categories looking for a paper recipe, it is not there and never was.
Step-by-Step
- Get a Recycle Pokemon living in your town. Trubbish is the usual first one, obtained during the Bleak Beach storyline after you build the Trash Collection Site habitat. Other Recycle Pokemon include Magnezone, Koffing, Weezing, Garbodor, Cinccino, Porygon, Beldum, Metang, Metagross, Wimpod, Golisopod, Mareanie and Toxapex.
- Collect Wastepaper. The main source is Sparkling Skylands, where you break the grey and purple trash blocks. Smaller amounts turn up on Bleak Beach. There is also a Dream Island route: show Drifloon a Dragonite Doll to reach the Sky island, which yields Wastepaper along with Pokemetal and Crystal Fragments. - Hand the Wastepaper over, then walk away and do something else. Processing takes real time.
- Come back and talk to them to collect your Paper.
